Will assist communities to:
» Form a steering committee that represents a range of local interests to evaluate assets and challenges, consider opportunities, determine priorities and build action plans to get results. The VCRD facilitation sets up an open and inclusive process to ensure that all groups affected by these issues play a productive role in the planning process.
» Facilitate forums and prioritization sessions around specific project ideas to build concrete implementation plans while inviting broad public participation.
» Bring Vermont’s resident experts—both from towns that have made major advances and from state leadership -- into the process to offer information on resources around the state, including what has worked in other towns, and provide guidance on next steps.
» Document the planning process. VCRD will produce materials to be used for reference in future work and to create a project history for use in presentations to potential funders.
» Identify and build connections to potential project funding sources.
» Share learning with a network of other Vermont communities involved in creative economy work.

Spring 2007: Creative Communities Program Outline
I. Application
Communities apply by submitting a letter of interest, followed by conversations with the Creative Communities Program Director and a final decision by the CCP Advisory Committee. Letters should give evidence of broad community support for this initiative (including diverse partnerships), ways that the creative economy framework can complement existing economic development work, and the appropriateness of the CCP process for reaching community goals.
II. Outreach Group
Creative Communities Program (CCP) Director meets with applicants, key local leaders and local groups that would be involved in creative economy work to talk about the program. The community identifies a Chair and an Outreach Group that represent diverse perspectives within the town. Outreach Group responsibilities include helping organize the Town Meeting on the Creative Economy, selecting priority projects, and joining project teams for implementation – potentially as chairs.
III. Town Meeting on the Creative Economy (Forum 1)
Vermont leaders in the creative economy and local leadership for the CCP process present an introduction to the “creative economy”, including how other towns around the state are building on this perspective to strengthen their community & local economy. CCP facilitates a discussion about how the creative economy works in the participating community and what projects might advance that creative economy activity.
IV. Consolidation of Project List (Forum 2)
CCP prepares notes on the Town Meeting and organizes the project ideas that were presented into a comprehensive list of possible projects. Second forum participants review, revise, and add to the list, then select ~3 projects for initial focus. At the meeting, an outreach plan is set for inviting people to join project teams – including another open invitation to the community to join at the Project Development Meeting.
V. Project Development Meeting (Forum 3)
CCP invites a Resource Team to help project committees build a basic work plan and identify potential resources. This forum begins to refine project goals and set benchmarks for achieving progress at regular intervals (regardless of overall time needed for the project). From this meeting, a local project team (with a designated Chair) moves forward on the plans.
VI. Follow Up
CCP will follow up with the Chair of the Outreach Group following the Project Development meeting to determine any further assistance. For example, the Creative Communities Program may be able to bring in facilitators or other consultants to meet with particular project teams if necessary.
VII. Final Report and Action Plan
CCP prepares a final report for the community. This final report is complete approximately 6 months following the start of CCP work in the community.
